    Abstract. The article lists the prerequisites for the implementation of the ultimate limit state method and its fundamental differences from methods based on permissible stresses and failure loads. It explains the purpose and aims of implementing a system of partial safety factors and operating conditions, compared to a single safety coefficient. The importance and reasons for the emergence of a separate group of serviceability limit states, as well as the lack of their numbering in foreign standards, are indicated. Aspects of applying the ultimate limit state method to physically and geometrically nonlinear calculations are considered, and the need for its clarification is substantiated. Using temporary useful loads as an example, the influence of changes in the current social structure on the load safety factor is demonstrated, as well as the negative consequences of a formal approach and compliance with standard requirements, leading to a significant excess of steel and concrete. The article lists the shortcomings of standards concerning monolithic reinforced concrete foundation slabs and enclosing structures of pits, and ways to correct them. Aspects of the problem of determining unfavorable combinations of loads and impacts are considered when comparing domestic and foreign standards. The necessity of another way of developing standards for structural systems is substantiated. For slab reinforced concrete structures, traditional approaches to assigning safety factors for deadweight loads are considered, and their adjustment is proposed, taking into account the modern capabilities of the construction industry and science.
