    Abstract. The problem of the shortage of soils suitable for the construction of highways requires the search for alternatives to traditional materials. Phosphogypsum, a by-product of the production of mineral fertilizers, can serve as one of these materials. The use of phosphogypsum dihydrate for filling the roadbed will reduce the volume of by-products in landfills and increase the reserves of conditioned soils for the construction industry as a whole. The analysis of the obtained results made it possible to classify phosphogypsum dihydrate as a technogenic soil of medium density, poorly permeable, slightly wrinkled, medium deformable. This soil does not have heaviness and swelling, increases the modulus and loses filtration capacity during compaction, and the strength increase is disproportionate. Thus, phosphogypsum dihydrate is suitable for the construction of embankments with the laying of slopes used for natural soils. However, it is impractical to use it when filling the ground prisms of culverts and at the junctions with bridges. When constructing a phosphogypsum roadbed, the type and mass of soil sealing agents will not affect the quality of compaction, however, it is worth considering the need for measures to drain phosphogypsum before compacting it and strengthening the embankment slopes due to insufficient local stability and the likelihood of material infiltration into the water.
