Abstract. The article addresses the problem of integrated risk management throughout the entire life cycle of construction projects - from design to decommissioning. Existing approaches are often fragmented, fail to account for industry-specific dynamics, and lack cross-phase analysis of cumulative effects. As a solution, the authors propose a developed system of criteria and tools for risk identification and assessment, integrated with the total cost of ownership concept. The scientific novelty of the work lies in the synthesis of failure mode and effects analysis, fuzzy set theory, and cognitive modeling within the framework of dynamic risk management principles, as well as in the formalization of the objective function and a system of constraints for total cost of ownership minimization considering risks. This has enabled the creation of an adaptive model that considers not only technological but also environmental and social aspects, as well as regional specificities of construction. The practical significance of the system which has demonstrated improved risk identification accuracy, optimized resource allocation, reduced unforeseen incidents, and minimized operational risks. Ultimately, this contributes to the formation of well-founded insurance reserves and enhances the investment attractiveness of projects.
