Abstract. According to probability theory, calculations of the protection of Russian settlements in the event of an earthquake require using the main characteristics of an earthquake, as well as the dependence of seismic risks on the number of buildings, structures and the number of people affected by the earthquake. However, in construction science, it is customary to solve protection only for individual buildings and structures, without using the main characteristics of an earthquake. The manifestation of a period of high earthquake activation shows that earthquakes with maximum intensity occur, as a rule, and with the "maximum scale" of impact, therefore they are capable of causing catastrophic consequences in the territories of several settlements at once in the form of the death of thousands of people. Therefore, the purpose of this article is to justify the protection of several Russian settlements in the event of an earthquake. The author suggests recognizing the new rule proposed in this article to protect the life and health of people in several localities at once during an earthquake with maximum magnitude and intensity as the "golden rule" for all builders.
