Anstract. It is noted that there is a need to create a new class of building materials made from modified and clinker-free binders, as well as significantly different from traditional firing materials, which increase the cost of buildings and structures. In this regard, the tests conducted in the laboratory of complex studies of rocks and composite materials of the Institute of Geology of the Dagestan Federal Research Center of the Russian Academy of Sciences, aimed at developing energy-saving building materials using low-burn and non-burn technologies using non-metallic and man-made raw materials, is an urgent task. Experimental studies of clay shales of the Dagestan deposit have established the possibility of using low-fired clay shale for the manufacture of clinker-free ceramic-lime binder and low-clinker binder compositions as an active mineral additive when grinding clinker to obtain Portland cement. It was revealed that the mechanical strength of the samples of the developed binder of normal hardening differs significantly from the strength of the samples hardened under conditions of thermal moisture treatment with the introduction of semi-aqueous gypsum, since hydration processes under these conditions are significantly intensified.
