Abstract. There are a significant number of facilities in the new territories of the Russian Federation that require an assessment of the need for major repairs, reconstruction or complete dismantling and new construction. In order to make an informed decision on the choice of a method for restoring an object in accordance with the regulatory documentation in force in Russia, it is necessary to conduct an exhaustive analysis and a comprehensive engineering and technical survey. Obviously, conducting a traditional survey, such work can take decades. In this regard, it is necessary not only to develop and test a new method of "express analysis" of a construction object, but also to train specialists to work with it, in order to ensure the high quality of the design and survey and construction and installation works carried out at various stages of the project realization. Considering that a large number of professional specialists in the field of inspection, engineering surveys, design and construction of buildings and structures live and operate in the newly annexed territories, it is necessary to concentrate on their retraining and advanced training in accordance with Russian standards to provide the construction industry with highly qualified workers. Particular attention should be paid to the construction control over the construction of objects.
