Abstract. The strategy for the development of the construction industry and the housing and communal services of Russia provides for the need, in the process of increasing the volume of construction, to ensure the comprehensive safety of buildings, structures and people in them. For the same purpose, the technical regulation on the safety of buildings and structures introduced the requirement to classify buildings according to the level of responsibility. The paper considers the classification of buildings and structures with an increased level of responsibility for various functional purposes, related to especially dangerous, technically complex and unique objects according to federal laws. The analysis of legislative and regulatory documents showed the existence of a different approach to determining the categories of significance of buildings and structures. A review of domestic and foreign documents on the issue of risk-based classification of buildings was carried out. Particular attention is paid to the results of the scientific and technical program "Safety of the population and national economic facilities, taking into account the risk of natural and man-made disasters. Proposals have been developed for the comprehensive consideration of various factors affecting the safety of both the facility as a whole and its constituent buildings, structures and structures during their identification and classification.
Keywords: safety, building complex, level of responsibility, classification of buildings, risk assessment
