Abstract. In different urban planning documents, heterogeneous indicators of the area of premises are used. The study considered the following types of urban planning documentation: territory planning projects, urban planning plans for land plots, permits for construction and commissioning of the facility, conclusions of the Moscow State Expertise and non-state expertise, as well as project declarations. Based on the analysis of various urban planning documentation, the average values of transition coefficients were derived, which make it possible to standardize the indicators of of land plot plans, which provide for the construction of multi-apartment residential buildings, for the purpose of a preliminary assessment of housing construction reserves. The data obtained indicate that the use of such coefficients for assessing housing construction reserves is possible. But for a correct assessment, it is necessary to take into account the relationship between documents and indicators, as well as the structure of objects of various functional purposes that are planned for construction and the stage of their implementation.
Keywords: transition coefficients, town-planning plan of the land plot, design declarations, total floor area in the dimensions of the outer walls, housing construction reserves
