Abstract. The Ministry of Construction of the Russian Federation has prepared a draft "On Amending Federal Law No. FZ-384", including with regard to the problem of progressive collapse. Some contradictions were identified in Federal Law No. FZ-384. On the same problem, brief information is given on the Order of the Government of the Russian Federation dated 27.09.2021 No. 2692-r "Action Plan (Roadmap) on the implementation of the mechanism for managing system changes in regulatory regulation." An analysis of domestic and foreign regulatory documents on this problem was carried out, generalizing conclusions were formed. Various design methods are presented that prevent the risk of progressive collapse. It is shown that the option of protection against progressive collapse is determined by the purpose and class of responsibility of the construction object, the class of possible consequences. Proposals for harmonization of Russian and foreign regulatory documents have been prepared.
