Abstract. Fine-grained modified concretes are the basis for obtaining a group of constructive and building heat-insulating materials, particularly dispersion concrete, various types of textile concrete, and the use of light aggregates, lightweight concrete. Of particular interest are materials in which active mineral additives can be used in Portland cement, which reduces the consumption of this expensive and energy-intensive binder. Tuffs are a product of volcanic eruptions and are used as a building material for walls and depositing roads. As a mineral additive in Portland cement, Tuff is effective in improving the properties of the slurry and the properties of the mixed binder. The research described in the article aimed to optimize the composition of a hydraulic binder based on tuff slag and to study the possibility of using a tuff-Portland cement binder in the design of light fine concrete which sand from crushed tuff stone was used as a fine aggregate. The resulting nomogram makes it possible to determine the optimal component consumption and can be used to develop a method for selecting the composition of a composite binder. The optimal design of the complex binder is the consumption of tuff 120 kg/m3, ash 50 kg/m3 Portland cement 350 kg/m3, which makes it possible to obtain a binder with an activity of up to 60 MPa. The saving of Portland cement is 30%. In the case of fine concrete, the optimal consumption of fine grain from crushed tuff is 35%, it is possible to increase it to up to 50% of the mass of the total fine-grained aggregate.
