Abstrct. The implementation of national projects and state programs directly depends on the specifics of the regulatory and legal regulation of urban development activities. The regulatory and legal aspects regulating the relations of subjects of urban planning activity (developer, technical customer, designer, state supervision bodies) and determining the specifics of investment and construction projects are identified. The dependence and subordination of the process of developing initial permits, architectural and construction design, as well as obtaining a construction permit from the requirements and restrictions given in the urban planning documentation is noted. The legislation of Moscow and the Moscow Region, which regulates additional requirements (restrictions) as initial permits, as well as obtaining certificates of approval of architectural and urban planning solutions, architectural and urban appearance, which directly affect the design, is considered. There are discrepancies between federal and regional standards for the content of sections of project documentation submitted for state expertise. The importance of decisions on the complex spatial development (organization) of the territory formed during the development of initial permits at the pre-project stage is noted.
