Abstract. The rate of aging of the housing stock in the Russian Federation in all regions is quite high. Regional authorities note that outdated urban planning solutions do not correspond to modern conditions of urban development. In this regard, the question of whether it is possible to scale the renovation program in Moscow to the whole country is relevant. To ensure the effective implementation of such a program, a model should be developed for each region (city) that takes into account a number of factors, including the features of the regional economy, the structure of the existing development, and other specifics. In this article, the authors explore two key issues. Under what conditions is it possible to launch a renovation program of residential development and on what scale? What are the main indicators that reflect the city's economic readiness for renovation? The need and potential for renovation are considered on the example of the 20 largest cities by population in Russia. The calculations given in the article show the fundamental possibility of renovation in large cities. In this regard, it is advisable, based on the above methodology, to proceed to direct calculations for each city according to the orders of local municipalities
Key words: housing renovation program, real estate market, economic readiness for renovation.
